The
Chief Information Officer-Solutions and Partners 2 (CIO-SP2)
Task Order Guidelines contain the procedures for using the
National Institutes of Health (NIH) Information Technology
Acquisition and Assessment Center's (NITAAC) CIO-SP2
contracts. These guidelines are presented from the customer's
perspective; however, in some cases we have included prime
contractor and/or NITAAC's responsibilities for a more
complete description of the process.
The
CIO-SP2 contracts were awarded under the Federal Acquisition
Streamlining Act (FASA) and the Clinger-Cohen Act that require
that the prime contractors be given a
Fair-Opportunity-to-be-Considered for Task Order Awards. The
contracts are structured as Indefinite Delivery/Indefinite
Quantity (ID/IQ) contracts, using task orders for acquisition
of specified services. These contracts are available to the
NIH as well as to any Federal Government Agency. Procedures
for using this contract to place orders are detailed in the
following Guidelines. NIH ordering officials may also
refer to the NIH Policy Manual, Chapter 6016-2 Task and
Deliver Order Contracting (available at http://www3.od.nih.gov/oma/manualchapters/contracts/6016-2/),
which further describes NIH policies on the use of task orders
under ID/IQ contracts.
